The following proposed classification pathway is being discussed for season
2017/18 onwards:

Level 1 National List Referee Unchanged

Level 2a Panel Select Referee Unchanged

Level 2b Panel Referee Unchanged

Level 3 Contributory League Referee Unchanged

Level 4 Supply League Referee Unchanged

Level 5 Senior County Referee Unchanged

Level 6 County Referee Unchanged

Level 7 Junior Referee Unchanged

Level Y Youth Referee* Former Level 8

Level T Trainee Referee* Former Level 9

Level D Referee Developer** Former Level 10

*Youth and Trainee referee levels re-named as they are not part of the pathway.
**Level 10 will be renamed and all FA/CFA observers, mentors, coaches and tutors will be required to register (without
charge) annually with their CFA to ensure appropriate safeguarding checks, and so they can have access to CPD
opportunities.

SPECIALISATION

There are arguments for extending the specialist assistant referee pathway below Level 3.
This proposal will be revisited in the future, but is not an immediate priority.

OBSERVERS

FA and CFA referee assessors will be renamed Consideration will be given to creating a
observers (in line with FIFA, UEFA, PGMOL) to developmental pathway for observers to
change the perception of this important role motivate and encourage them to strive for
from ‘fault finding’ to ‘developmental’. This ever higher levels of performance.
will increase appreciation of the observers’
work and improve relationships between
referees and observers.
